Coordinate lots of small buyers to take control of a company

The idea here is to basically create a sort of Kickstarter for small investors. Everyone would coordinate the buying of a particular stock, and then they would all agree to sell their shares into a fund that they all own a piece of. Then the leader of that fund could take control of the company and do XYZ.
By coordinating in this way you could avoid having to disclose that you own 5% of a company, essentially allowing you to sneak up on the management.
I have no idea if it would be legal to do this, so that's something that would require research.
